Buzzing noise and no dip

Hi! Can you help.

When I turn on the hazard lights I get a continouos buzzing noise but no lights and when I turn on the headlights the main beam comes on.

The noise is coming from under the steering column. Is this the dip beam unit?

Problem solved. The wires behind the headlights had become fused together
